Significant Post Dial Delay

Over the past few days we have been attempting to diagnose and resolve a significant post dial delay problem. This situation has been tracked down to one of our outbound termination providers, Pipeline Telecom. They have repeatedly denied the problem as being theirs, despite multiple different sources documenting their equipment not responding, in many cases for over 90 seconds.

We have routed our outbound calls other more reliable termination partners as Pipeline Telecom is completely unwilling and/or unable to solve their call termination problem.
